The 13-inch Surface Laptop is considered a step back because it's a more affordable, stripped-down version compared to its flagship sibling, the Surface Laptop 7. It has a lower-resolution 60Hz display, lacks facial recognition, and uses older USB 3.2 ports instead of USB4/Thunderbolt 4, making it less of a premium experience for a similar price.
